Difference between outbound message in workflow and Web Services?

Hi,

What is the difference main between outbound message and Web Services and which case we will prefer these

Please let me know if any one have answer

Outbound message in Workflow: Outbound messaging is part of the workflow rule functionality in Salesforce. Workflow rules watch for specific kinds of field changes and trigger automatic Salesforce actions, such as sending email alerts, creating task records, or sending an outbound message.

Outbound message in Web Service: Outbound Webservice is something that you publish from salesforce org and 3rd party tools consume it to get data/ record from your salesforce org.

I have some confussion, for connecting with third party systems we already have SOAP and REST Web Sevices so then what is the use for outbound message, Please let me know at which case we will prefer
