Setting wont deploy with Force.com

Hello was wondering if anyone is experiencing a issue when deploying Security Settings into a org. I receive the following message:
All Component Failures:
1.  settings/Security.settings -- Error: An unexpected error occurred. Please include this ErrorId if you contact support: 1561807314-628096 (-2122813023)

Hi Bryant,

The error message could be due to multiple reasons. The quickest way to know what is the exact issue is to open a Support Case with Salesforce.com and provide them this Error ID because this would be stamped in their logs with a more precise description of the nature of the conflict which would give you a much better idea on the root cause.
