No only when send mail

when the system admin profile is working fine but I created one profile with a salesforce license that profile gets the error

the same user in the system admin profile is working fine

Just need another confirmation that is user able to use global action sendemail from feed? Because I guess there should be some permission issue getting error on send email action.
