Permission Set in Apex

can we get assigned permission sets in apex of the user in salesforce,

 

probably with out an SOQL

Yes we can there is PermissionSetAssignment Object which acts between Permssion Sets and User  Object and ..Check This Datamodel for the API Inteactiona and more concepts over this .

You can also use SOQL for the Assignment from Summer '12 Read This for more details
