How to implment Apex in the Enterprise Edition ?

hi,
      Is there any way to deploy the Apex Code in the enterprise edition .Or It is only limited to Developer or Unlimited Edition.

No there is not.

The ability to author apex code is restricted to Unlimited Edition customers and developers in their Developer Edition accounts.

Are there plans to allow Apex code developed in an Unlimited or Developer account to be deployed to an Enterprise Edition account?  If so, any idea when?

Absolutely. There are plans to allow certified applications (that include apex) to be distributed to editions that do not include the ability to author apex.  Timing for that will be announced soon.
