how much should be Trigger Code Coverage in order to deploy to production or to do a package ?

There is no criteria for individual triggers or classes. However, your overall code coverage for the entire Org should be more than 75%.
75 % or Above is required for Production deploy.
Importantly "Every trigger has some test coverage." i.e atleast 1% coverage is required for each trigger.

From a coverage perspective yes you need 75% across the board. When it comes to triggers generally however you should *at least* cover each operation the trigger handles, i.e. insert, update, delete, and don't forget undelete.
