I need to create a web app utiliznado sites force.com, however my client has no active customer portal. It is possible to create authentication without acquiring the customer portal?
You can always publish unauthentication sites using salesforce too.

You need to develop custom logic mechanism then..like you need to have custom objects for everything. Keep in mind that this might will handicap your whole Salesforce org
