Missing Standard Buttons from Contact Page Layout / Contact

Hey there,
I've got a question about page layouts.
Within the Contact Page layout, the standard buttons, some of them don't show up on the contact page.
I'm looking for the Standard Button 'Send an Email' to populate on the contact.
Not only is Send an Email missing, but so is Clone & Check Clean Status.

My org has renamed Contact with Constituent, so don't worry about that
I have checked all the role permissions, profile permissions for objects.
I am currently using a system admin account.

Completely lost...any ideas?

Hi Greg,
Is the system admin profile assigned with correct page layout ?
If you are system admin then on the contact page trying and esit the layout and add the buttons. 
The 'Edit layout' option is on the right top of the page layout.

Did you ever find a solution to this? I'm actually having the exact same problem. 

Already checked permissions (admin) and page layout assignment, but most standard buttons are still missing.

I'm seeing this as well, in an org that's been around for years. The problem just recently cropped up. In addition to the missing buttons, I have a Manage External User drop-down button that has only one option. This image blow shows the actual view and the preview view. It's the same for standard user and system admin.
