how do i create a new role in SF?

I'd like to create a role for 2 of my reps to be able to view, add, and edit notes for all of my accounts.  How can i go about doing that?

You are talking about two things here: Roles and Profiles.

Roles provide access to data, Ex: If you can see an account, your manager can see it too, as his role is defined on top of yours.
Profiles provide permissions on metadata, Ex: the ability to create/ view/ delete Accounts.

To create Role: 
  1. From Setup, use the Quick Find box to find Roles. 
  2. Click Setup roles button
  3. Expand All : What you get is the company's structure
  4. Find the right manager to create your rep's role
  5. Add Role.
