No Namespace Registry App In Dev Hub

I am trying to use Salesforce DX so I can create scratch orgs for my managed package, but I need to create a scratch org w/ the same namespace. I found this article https://developer.salesforce.com/docs/atlas.en-us.packagingGuide.meta/packagingGuide/sfdx_dev_reg_namespace.htm but I do not have an app called "Namespace Registries" (step 3). 

How do I get that app or how do I create a scratch org with the same namespace prefix as my managed package?

To get the namespace app Registries you have to apply the permissions for your user to see it
follow the steps of the following link to activate it

Did anyone get this to work? I have searched high and low in my scratch org and there is no where I can find Namespace Registries. I am the Administrator and this seems to be missing for me. Any advice?

Navigate to workbench.developerforce.com.
Choose the environment:
Production – used for production environments as well as developer environments
Sandbox –  used for all types of sandbox environments
Choose the API version that matches the version for which you generated your package.xml file:
37.0 – this is the current version of Salesforce, Summer ‘16
36.0 – Spring ‘16
35.0 – Winter ‘16
34.0 – Summer ‘15
33.0, etc. – each release of Salesforce has a different API version
