Is it possible to build a customer/partner community from scratch?

Is it possible to build both a partner community and a customer community from scratch without the need for purchasing licenses? We have a client who could have up to 3000 customers and wants to explore a custom build partner / customer community.

Hi bhanu_prakash, thank you for sharing this information with me. Based on this information I can see that it is possible to create up to 100 communities without the need to purchase a community license. However, is it possible to give an external user login access to a custom built community where they can only see information related to them.

Hi guys,

I have built plenty of communities in the past so I am very familiar with the steps and features available in setting one up. My question is around the license that is associated to external users. What I'm trying to figure out is if it is possible to build a community outside of the Salesforce eco system where I can then give users login access so that they can access personal information, or is this only possible by purchasing a form of Salesforce license? Is there anyway of achieving this through API's?
