If you need to apply this rule for your existing records,
First you will change the criteria to "created, and every time it's edited", then update all your records using dataloader.(Through all the existing records are updated).
Then you will change the criteria to "created", its works fine for other new records.
You can create the Time-Dependent Workflow Actions as follows

You will chance the critiria as per your need

Rule works when a new record is created.

If you want to apply this to your existing record you must edit or update your record.
When a new record is created and its meets the criteria specified,then its schedule the job.

Your are using the 3rd criteria as per that when subsequently meet the criteria values it will works.
I need some clarification, When you want to send an email when a record creates or its subsequently meets the criteria .

Your Workflow rule is fine.
Please goto Setup-> Timebased workflow
Enter your workflow name and search.
If your workflow is schedule, you can see here.
And please share record screenshot. Can you please check your begin date field value. I think the prob is there.
