Platform Cache : cannot save a new Cache Partition

It is the first time I am using this feature.
I cannot save a new Cache Partition.
Whatever I type in, the Save button is shaded out.

Actually, when I click on New, the Save button is active, but as soon as I want to allocate some capacity, the Save button gets shaded out.
It looks like we do not have allocated memory.
I am a bit confused with this feature , is it a paid feature?
