Hi Dylan,
Yes, you can change the owner of a Workflow rule please follow the below rule:
1. Go to Setup >> Create >> Workflows & Approvals >> Workflows Rules >> New Rule
2. Choose your custom object
3. Choose the criteria that will determine if the owner needs to be changed, then Save & Next
4. Add a new Field Update on the Owner field, then choose whichever owner you like
5. Save your workflow and don't forget to activate it!!!!
You may need to repeat this a few times if there are multiple different owners you want to use. Also with the below link, you can learn more about the Workflows

Do you know the Object Name for a Workflow Rule?
Hi Dylan,
It always takes current user as an owner of a workflow rule, For a change the owner you have to log in with the user you want to make an owner.
