What Kind of Permissions Needed to Access Sections in a Page Layout

Hello,

I'm having trouble accessing certain sections on a page layout. (For example, when trying to create an Account, I am unable to see the bottom section that I just added to the Account page layout.) What kinds of permissions may I look at to determine where I need to perhaps add my sandbox admin user account?

Any help would be greatly appreciated.

If it is a visualforce page .. you need to have to access for the visual force page 
If the section contains fields, you need access to the fields ( view/ edit)

These are not permission for sections.  you might not be having access to the fields that you are showing in that section.
also check for section heaer visibility.
