Add the 'Files' related list to your page layout and you should gain access to the items which have been added to the record This is the expected behavior in Lightning. The Notes and Attachments object has been made read-only and will be replaced by the Files object. I have related list call 'Notes and Attachment' already there in page layout. Missing thing is 'upload file' button for standard users. I don't know why that button isn't appearing for standard user profile.
