I want to delete the users in production because as they are leaving the company so is it enough to deactivate the user in production or else do we have to delete the permissionset and profiles which were assigned to the user already?

It is enough to deactivate the user in production.
Also deactivate the user in any and all sandboxes.
Yes, deactivating the user should be enough. If you still need peace of mind, change the user's email, reset the password, remove any permission set and other access on the User object. Do not delete Profile and Permission Set.
