How to auto-populate E-mail in case when case is created through third party website with filling only name and issue and contact record exists in Salesforce.

You need to use the trigger .. that is the best way i can suggest ... 

No other ways may not wokr .. But you can try this ..  


Create a flow that looks up the contat email based on the Name and Issue etc .. and Update it the Case .. 

Call this flow from the process builder or workflows
