Not able to open to create new connected app in App Manager in Lightning

Hi Tarique,

Sorry for this issue you are facing.

It turns out that your organization didn't have the "Connected Apps" feature enabled. If you open a new ticket with Salesforce support saying "Please enable the Connected Apps feature for our organization [org ID]" then they should be able to do it for you.

You may reach the support team at the below email address for enabling connected app feature on your Org. Hope this should help you resolve the issue.
