This is how you add field dependencies in classic
Setup > Opprtunity > Click on the field you want the dependency for.
Scroll down and you will see a section called Field Dependencies
Click New and select your controlling and dependent field (see screen shot)
In your case, Controlling Filed = Stage, Dependent Field = Close Notes
Follow through the next screen and select what field values you want to include and exclude for each of the Stage values.
