how to write a trigger on account aobject for updating and crating new ?

Hi Everyone

how to write a trigger on Account object if the inserting new record but all ready  record is exist then update if not exist then create new record ?

I can suggest use the duplicate rules .. so that you can see option before saving new records

its problem that Some Account person Account Name same but Address and city is same but Phone No is Diffrent so that update the phone no if not found any maching then Create a New Record 
how is it possible??
