You can use Database Portability to restore Exchange database to a different Exchange Server. Here are the steps to use database portability:

  • Check the database to ensure it is in a Clean Shutdown state using Eseutil/MH command
  • In case, if it is in Dirty Shutdown then perform soft recovery.
ESEUTIL /R <DatabasePath>
  • Now, create a database on the server using the following syntax: 
New-MailboxDatabase -Name <DatabaseName> -Server <ServerName> -EdbFilePath <DatabaseFileNameandPath> -LogFolderPath <LogFilesPath>
  • Now, set that ‘This database can be overwritten by restore attribute’ using following command
Set-MailboxDatabase <Database Name> -AllowFileRestore:$true
  • Now mount the database:
Mount-Database –identity <Database Name>
Use following command to move users from old database to the new database: 
Get-Mailbox -Database <SourceDatabase> |where {$_.ObjectClass -NotMatch ‘(SystemAttendantMailbox|ExOleDbSystemMailbox)’}| Move-Mailbox -ConfigurationOnly -TargetDatabase <TargetDatabase>
