Duplicate showing in front end, but not getting added to DuplicateRecordItem SObject

I have a duplicate showing in the front-end on an account, but when I query DuplicateRecordItem on it's RecordId it is not there. All my duplicate rules have Report checked so it should get added to this table. In fact other recent duplicates are showing here. Does anyone know why?
