Hey Puja,
Currently, if you use a formula field in a workflow trigger criteria, a change in the value of the formula field does not count as a record edit, and will not kick off the workflow. What I would like is to have an option to evaluate formula field values, and if a change is detected to kick off the workflow actions. 

You can't fire from a formula change, but there is strange path. Workflow rules fire on EVERY change (every edit and where eg. CreatedDate not blank). And this do a field update of the formula field into text field (or number or date, whatever matches). On the field update check the box that it will re-fire workflow evaluations. Now you should be able to do your Process Builder (or other Workflow) of the text field. It should work.
