There seems to be an on-going issue with Workbench. This has been reported a day ago. . Workbench is not a salesforce supported application. It's a third party application. Please check this website for updates on Workbench issue :  https://github.com/ryanbrainard/forceworkbench/issues/710

You can follow the instructions below in order to have it running locally. It's a good alternative while it's not back to normal.

https://developer.salesforce.com/page/Workbench#Installation_Instructions
Workbench is built on PHP and is designed to be installed once on a central web server and shared by the users on your network; however, if you are the only user or just want to try it out, you can also just install a web server on your local computer (it's really not as scary as it sounds).
