what is the difference between sales cloud and salesforce CPQ? Is sales cloud contains CPQ as well

Is Salesforce CPQ a part of sales cloud

Salesforce CPQ is build on top of Sales cloud.  Only difference belongs to the pricing part.  
1. If customer is new to Sales cloud then when you want to purchase the Sales cloud you have to select correct edition which suffices your need.  LInk : https://www.salesforce.com/in/editions-pricing/sales-cloud/ 
2. If you are already using Sales cloud then you have to purchase Salesforce CPQ licences and features or upgrade your edition by talking to there Rep. link : https://www.salesforce.com/products/sales-cloud/features/cpq-software/
