Chatter Email Notification

I don't see the following options for some of my users. Does anyone know where I can enable the following settings?

Hi Flint Lockwood

If you want to enable email notification for users, you can active allow email from
setup-> Chatter email settings-> allow email

That's the option that I am missing for my users.
