There is also a manual method to convert DBX to PST. We can use Outlook Import feature to move .dbx files in .pst format. 
  • Open Outlook, go to file Menu>>Open>>Import option
  • Select Import Internet Mail and Addresses>>Next
  • Choose Outlook Express and select the folders you want to import
  • Click On Finish after successful process click on Save in Inbox.

​You may follow this step by step process
Open Microsoft Outlook.
Open Windows Live Mail.
In the Windows Live Mail window, click the File button and select Exportand then select Email messages.
Select Microsoft Exchange as the format and then click Next.
You will see a message that all email will be exported to Microsoft Outlook or Microsoft Exchange, click Ok to continue.
You can export all email folders or select the appropriate folders that you want to export by using the Select folders option.
After you select the appropriate option, click OK and wait for the export process to be completed.
When the Export Completedialog box appears, click Finish.

Note: This process can take some time , depending on the number of messages that you are exporting.​

If you do not want to use manual solution then you can also go with SysTools DBX to PST Converter Software.   It has the capability to precisely convert Outlook Express DBX files to Outlook PST. After conversion you are able to import PST into Outlook using Import/Export Wizard utility.

Method 1: Import MS Outlook Express to Outlook 2016
If you are keen on using a free solution for converting DBX to PST files then you should use the DIY trick I’m sharing here. Microsoft Outlook provides a built-in Import feature which you need to use here. Follow the simple steps given below:

First, make sure the MS Outlook tool is closed then launch Microsoft Outlook on your system.

On the taskbar, click the File menu >Open>Import.

Go on the Import and Export Wizard then select Import Internet Mail and Addresses in the list. Then click Next to continue.

Moving On the Outlook Import Tool dialog box, select the option Outlook Express on the list. Also, check the “Import Mail” and/or “Import Address book” boxes given in front of you. Click Next to continue the process.

In the case you’ve checked the “Import Address Book” box, the Import Addresses dialog box will appear. Then you can click on any of these items from the given options:

Replace duplicates with items imported. Allow duplicates to be created. Do not import duplicate items

Finally, click Finish to start the process.

Within a couple of minutes, all your email messages and address will be imported from Outlook Express to Outlook successfully.
