Imam, it seems you are not passing ID in your visualforce URL ... Try below

https://c.ap2.visual.force.com/apex/standard_tab?id=Id_of_your_account (highlighted part should be your account id)

ID of the account is not passed in the URL. You need the ID there for the page to pick up the data and populated.
