If there are two users of a single profile...and we want one of the users to have lesser than what is offered by the profile?

Can a user have less than what his profile his offering? Can we change it?

Except OWD, every other security features only open up further.

I suggest you to have the minimum settings in the Profile and assign it to all the users.

For everyone else (other than the one you want to restrict), create a permission set and assign them the additional rights.

I believe this is the only solution we have. In salesforce you can decrease the access rather you can only increase it via diff-2 possibilities like profiles, permission sets, sharing setting, etc..
