Static PDF URL link next to Picklist field

Hi All,

I have a requirement where i want a static link next to picklist field which would open up a PDF file(Static).

How can we do this?

It is something like help Button/Link when we click or hover on that it should open up and PFD.

Hi Hemant, on Standard Page, its a custom pick list field which already exist.
