I am trying to use the Setup Service Console in my Dev Spring 17 environment and it isn't available. Where can I find it?

I am trying to load up the beta Lightning service console in my DEV org and can not find anything similar to what is posted in trailhead.  I saw that there were patches going in for spring 17; have they been applied to the DEV orgs?   If so, where can I find the lightning service console?

Brian did you find your answer? I did the exact same procedure as you in trailhead in my Dev org spring 17 same problem!
