Can the AccountContactRelation object be the 'master' in a master-detail relationship?

You can neither use AccountContactRelation in a Master Detail nor a Lookup relationship.

AccountContactRelation is a standard object provided by Salesforce that enables associating a single Account with multiple Contacts. As per the documentation here (https://help.salesforce.com/articleView?id=account_contact_relationship_fields.htm&type=0)
"Contacts to Multiple Accounts lets you associate a single contact to multiple accounts through the Account Contact Relationship object. Your page layout and field-level security settings determine which fields are visible and editable"
