I had this same issue. Instead of that filter, I had to use Status not equal to closed.

Thanks Everybody for helping me..!
Finally, i have solved 3rd challenge.
My Mistake is -- I was using my custom created report type instead of standard "Case" report type.

In the old report you was using the Closed not equals to True as filter
And new you are using Status not equals to "Closed".

That was also one of the issue
