IF( ISPICKVAL( loantype__c , 'Education') , application_fee__c < 500 , application_fee__c )
I'm assuming loantype is a Picklist datatype field and apllication fee is Currency field.
So your Validation formula will be like this :

I think your validation rule will look like below
AND( ISPICKVAL( loantype__c, 'Education'), application_fee__C < 500)
You can further update it as per requirement.
