If you have two user of system admin profile in your developer org then you can reset password through your second user. After that you can access your developer org. If not then,
You have to Create a case with Salesforce Customer Support or Contact Salesforce Customer Support via phone. Please find below link:

Sometime salesforce system reset the security answer. In order fix this quickly(less than 10 mins), call Support at 1800-667-6389.
