Hi,

I think the problem is the language setting. When we change to US Numeber style "." as decimal and not "," as in europa it work.
Please change Locale and Language .

Nishita-  Commas ( , ) are separators in SFDC and act as an ( or ) statement.  

So the filtering in the image is telling the Salesforce Report to look for any Opportunity which is greater than "25" OR greater than "000".

Hope this helps and makes sense, at least when writing in 'Salesforce'.  :)
