Given a business requirement, wherein you have to execute all the available actions in a single workflow rule, what would be the sequence of actions ?

The following are the workflow actions which you can include in any business requirement.
1 New Task 
2 New Email
3 New Field Update 
4 New Outbound Message 

There is no defined order. They may be running in parallel so they can complete at any time with respect to each other.
