Unable to view action button on page layout

I have created a new action button on Knowledge object, action type = flow. It is used to trigger a flow when a user clicks that button.

I have also added this button to the page layout but I am still not able to view this button. I can view all the other buttons added in the page layout.

Can anyone please suggest what can be the issue why I am not able to view this button?

Hi Arshdeep,

Can you check if user profile has permission to Run Flows?  Also try steps mentioned below.

Hi Vinay, Thank you for your help. I found out that the flow it was calling was not active. 
Upon activating the flow, the action is now visible on the layout.
