In opportunity, I created a quick action which invokes a lightning component. My requirement is, but it should be enable only when one custom checkbox is "true". If "false" means it should be disabled. once enabled it will redirect to some URL

I think if you upgrade your record page to configure Dynamic actions, you can implement this. Read more on:

Instead of Enable/Disable, dynamic actions will Show/Hide based on the conditions. Worth to check once.
