It does look like Salesforce follows a predefined sequence order for the standard button placement on page layouts.

I've come across this related idea: https://ideas.salesforce.com/s/idea/a0B8W00000Gdn2AUAR/ability-to-reorder-or-rearrange-standard-buttons-on-layouts that has few workarounds in its comments section to sort this.

This order can be overridden by users with the appropriate permissions. To do this, open the page layout and click on the Salesforce Mobile and Lightning Experience Actions section. Then, select the Override Salesforce predefined standard button arrangement checkbox. This will allow you to drag and drop the buttons to the desired order.

if we use dynamic actions in the lightning app builder we can define the sequence of all the actions including standard buttons, have we tried that?
