Yes, you can do this by creating a visualforce component setting the component on the VF page.

It is only possible when the user edits the object from the setup i.e updating the position of the values in the picklist from the fields in the object manager.
If you want to specifically assign a rank to the value you can make a separate picklist for rank 1 and rank 2 and so on.
and the user can select the value from the picklist.

Another picklist won't work, I am talking about a visualforce/Apex logic that has to be reflected in Reports following the same prioritization of car models.
