Insufficient Privileges to create trigger

Hi,

i operate Enterprise Edition and am admin profile and have permission author APEX.

But, when click create trigger button, appear Insufficient Privileges Error.

how can i resolve this error?

You should have below permissions on your profile: 
 
> Author Apex
 > View Setup and Configuration

You can't create a trigger directly in production, Only Developer Edition, Sandbox, and Trial organizations have the ability to create triggers.
