I need to create a new self signed certificate because an old one is expired but I am not able to click the button

The create button in our menu is currrently greyed out, but we need a certificate to setup a SAML SSO and really don't want to pay for an external signature.

Like I mentioned in my earlier you have to submit a case with Salesforce support to enable that button.

For reference, you can give them this case number 26033483.
