Administrative Permissions

I cannot change in scratch org Administrative Permissions. ( I need to activate Run Flows)
the same with other permissions. 
I don't know why.

Not sure if scratch org can enable this permission haven't found any related article regarding scratch org.  However, can you check permission in below references.

Yes. I checked it. I have created new profile in Salesforce scratch org with all system permissions active - super super admin. but I cannot operate flows - even select it. When I choose action as flow in process builder nothing to select in flows field.

In my production org I am field service admin where I dont have permission Run flows and maybe some others, But in scratch org it shall be not an issue, specially when you login under different user that has superuser profile with all system permissions. 

*flow - nothing is availbe to select 
P.S. I know how search field works. It is abrakkadabra in the field it doesnt match to anything. 
I had no choose when field is empty and no choice when I give the fisrt letter of flow name.
