New Salesforce Buildout

If we are building out a new sandbox, can we clone it to another full sandbox? All the flows, code etc? or Do we need to wait until its move to production and refresh a brand new sandbox?

I'm trying to figure out the best way to do it.  We can wait until everything is moved into production if that's the easiest way.
