You can export the campaign members into a csv file and then upload the file into Pardot. Basically import the campaign members into Pardot. Create a static list in Pardot before doing the import.
While importing you will get an option - add prospects to list. Select the list you created and complete the upload.
There is another way you can achieve this by using the send to Pardot list button.
Hello, If you have already set up a segmentation rule but some of the prospects are not present there, there could be several reasons for this. Go to "Marketing" > "Automation" > "Automation Rules." Create a new automation rule by clicking "Add Automation Rule." Set the "Rule Type" to "Prospect List" and select the campaign you want to target. Define the "Rule Criteria" that prospects must meet to be added to the list (e.g., based on specific actions, tags, scores, etc.). Under the "Action" section, choose "Add to List" and select the list you want to add the prospects to. Save the automation rule.
If you used an automation rule, verify that the rule's criteria are accurate and aligned with the prospects you want to add to the list. Make sure that the missing prospects have the required data and activities that match the segmentation or automation rule criteria. If you find that some prospects consistently don't meet the criteria, consider adjusting your segmentation strategy to capture the desired audience. hope it helpful to you.

You can follow this article - https://help.salesforce.com/s/articleView?id=sf.pardot_sf_connector_setup_install_add_to_pardot_list_button.htm&type=5 (https://help.salesforce.com/s/articleView?id=sf.pardot_sf_connector_setup_install_add_to_pardot_list_button.htm&type=5)
In order to add the buttons, you would need to go to SF org setup and add the button "Add to Pardot List" on your campaign members page layout.
So, either ways - importing or using the standard action button, you can add campaign members to Pardot list.
If it helps please mark this as best answer.
Thank you.
