I would like to know is there a tool or/and app that will tell us how many times a validation rule is firing in process builder & workflow, and flows?

Unfortunately there is no tool to say how many times did validation rule triggerred on component.
You would need to manually check functionality in your org and have list of components involved with validation rule.
