Create other user in developer organization

Is it possible to create other users in developer organization and let them see accounts and other data?
I am developing a platform that integrates with Salesforce, but I don't want to share my dev credentials with other test users.
I can correctly create users but when they try to login they receive an error.

If you are referring to the developer(free) edition of the salesforce, yes, you can create the users but there is a limit on the licenses available. Are they trying to log in from login.salesforce.com? check the login history in the user record and see if you can find the root cause.

I found a way to let login the user, but when he opens the app he can't access Lightning and see the accounts. 
Which license and permission do I have to assign to this user?

Sorry for late. Please check the profile assigned to the user. We must select the same license that is tagged to the profile.
