Particular Value of a Restricted Picklist is not showing in case layout page

Hi Folks,
I have a restricted picklist created already and it contains almost 50 value, all values are active nothings is inactive. This is assigned to all case layout pages. But when we try to search a particular value i.e. ABC that is not being populated in Case layout page. When checked it in picklist Case>Fileds & Relationships, we can find this ABC there in Picklist.

What can be the reason? How can we fix this.

Did you check if there is any record type for the case and the picklist value is assigned to the case.

Thanks Sai for quick reply. This is being used in laputs, Report and Report types but not assigned to any record type.
As a Sys Admin, Ia m trying to edit an existing case but could not find this ABC all other values are there to be selected but not this ABC.

There are total 26 values in picklist and it's on 25th Number , excpet this at 25th , all others from 1 to 26 are available in case Layouts .
